CERM is part of a team of environmental consultants that provide emergency services to man-made natural emergencies and disasters. The purpose of START is to provide consistent technical assistance to EPA On-Scene Coordinators (OSCs) and other federal officials implementing Environmental Protection Agency’s (EPA) responsibilities under the national response system. EPA Region 4 consists of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.
